Why Do Dry Counties Still Exist
The existence of dry counties can be traced back to the Temperance Movement of the late-19th and early-20th centuries. This movement advocated for the limiting or abstention of alcohol consumption. One of the main methods used to achieve this was through the implementation of dry counties, which prohibit the sale of alcohol.
Today, dry counties still exist for a variety of reasons. Some people believe that dry counties help to reduce alcohol-related problems, such as drunk driving and liver disease. Others argue that dry counties infringe on personal freedoms and argue that adults should be able to make their own choices about alcohol consumption.
Whatever the reason, dry counties are still a reality in many parts of the United States.

Arguments For Changing The Law
Progressive legislators believe that modernizing the law will have economic benefits to the state. It will invite more sellers to the state, increase competition, and create jobs. In addition, it would give consumers a choice of what to buy instead of having the state government limiting their options.
Some argue that the current laws are inane and changing them just makes sense. For example, a liquor store that sells wine cannot sell a corkscrew. The seller of corkscrews is not allowed to sell wine.
The owner of Modern Spirits Liquor Store, Joseph Hull, supports the change in the law. He says that his business would substantially improve if he could sell cold high-point beer. At least one brewery will not even allow him to sell its beer at all since he is required by law to store it at room temperature, something the brewery opposes.
There are stores, like Costco, that had been hesitant to establish a business in Oklahoma due to the prohibition against such stores selling wine. The lifting of that restriction would attract more businesses to Oklahoma and provide a lift to the economy in general.

How Do State Liquor Laws Restrict Alcohol Sales Hours
A few states keep it simple with a single set of hours for all types of liquor in all types of sales.
But generally speaking, alcohol selling hours are dictated by:
Premises/Business Type. On-premises sales are drinks purchased in restaurants and bars. Off-premises sales are bottles or cans you buy at grocery stores, convenience stores, and liquor stores. Some jurisdictions regulate hours based on the type of business, not just the type of sale.
Alcohol Type. Some states set hours based on whether you’re buying liquor/spirits, wine, or beer, with definitions. Some divide it up by ABV so that stronger drinks are more tightly restricted.
Day. Alcohol selling hours often vary by day of the week, and sometimes before or during holidays.

What State Has The Strictest Alcohol Laws
There is no one definitive answer to the question of what state has the strictest alcohol laws. Some states have more stringent regulations on the sale and consumption of alcohol than others, but there is no one state that can be unequivocally said to have the strictest alcohol laws.
In some states, it is illegal to drink alcohol in public. In others, there are restrictions on the hours during which alcohol can be sold, and in still others, there are limits on the amount of alcohol that can be purchased at one time.
Many states have laws that prohibit the sale of alcohol to minors, and some states have laws that prohibit the consumption of alcohol by minors. Some states also have laws that prohibit the driving of a vehicle while under the influence of alcohol.
The strictest alcohol laws are probably to be found in dry counties, where the sale and consumption of alcohol is banned altogether. There are currently only 17 dry counties in the United States, and they are all located in the Bible Belt.

Will It Cause An Increase In Alcoholism In Oklahoma
With Oklahoma ranking second in the nation in substance abuse disorders, there is concern whether more convenient access to products with higher alcohol content will cause a rise in alcoholism.
A Centers for Disease Control and Prevention task force on alcohol outlets found “sufficient evidence of a positive association between outlet density and excessive alcohol consumption and related harms.”
In other words, the task force found a correlation between more liquor availability and more alcohol-related problems. This study and other data from the CDC on excessive alcohol use were regularly cited by opponents to the state question.
We asked Dr. Kimberlee Wilson, an addiction psychiatrist who leads the addiction medicine efforts at the INTEGRIS Arcadia Trails Center for Addiction Recovery, for her thoughts.
“We know an increase in access translates into an increase in risk. However, I think the most important thing for Oklahomans to know, if one makes the choice to consume alcohol and understands the risks involved, is how to approach the use of alcohol safely. To do that everyone should know the limits of what he or she can consume,” she says.
The goal is to make an informed choice, consume safe amounts and stay within what Wilson calls “low-risk drinking limits.” She says, “Anything over low-risk drinking is considered high-risk drinking.”
These low-risk drinking limits established by the NIAAA are different for men and women.
